There aren't many malls that are under development with retail units for sale, most of malls are mostly built and managed by various property management companies or owned by REITs. There are existing retail shops of operating shopping centers (aka Malls) which are available for sale.

As shopping center shops are strata-titled, you are eligible to purchase them, as a foreigner you do not need additional approval to do so, as long as your finances permitting, you will need to clear with the banks should you require financing from them.

I have units in the central business district, as well as office units which generate good rates of return.
