Clarification: If you mean, owner of a HDB shophouse owner to rent out commercial space (level 1) to business (Clinic or Salon)?? Almost always the case. Just make sure the category of use is applied for through URA.

By the way, yes sure it is not an issue as long as the change of trade can be approved by the authority. I have rented out HDB shophouses and tenant using it for spa as well as hair salon till this day.

HDB Shop can be rented out for such trade.

You might need to check what is your unit current trade and ensure that you do the right change of use if required.
