As a buyer you do not pay any fees to your agent. So, please engage me so that I can assist you to find the right unit at the right price. As for enbloc to happen, there must be like-minded sellers coming together at the right time to sell enbloc. I can also assist sellers to do that.

What is can buy or cannot buy, I believe it has to also boil down to what is the entry price as well as projected pricing at exit, especially during enbloc. Purchasing a property for its enbloc potential is always a speculative option, thus the immediate potential returns will likely be 1 of the determinant factor to decide if you should enter the purchase. Without facts and figures, it will be difficult to decide if this is worthwhile consideration to purchase.

Buying in hopes of an en-bloc could be risky. Best to engage in such speculation if you are a well-capitalised investor and will not have too much capital tied up should the en-bloc attempt fail. In regards to your question, one can only speculate.
