If I were to open a cafe that only needs a sink and water point. No cooking will be done onsite except making coffee which only needs water and electricty. No gas needed.

Serving sandwiches or cakes. Cakes obtained from wholesaler, sandwiches need an oven.

Do I need a commercial retail shop that has to be specifically F&B approved?

Or I can pick any retail shops?

Hi Dave,

For a cafe setup, usually it will fall under F&B take away or normal F&B use. Under URA guideline, if your cafe is takeaway food ( meaning there are no seating area), the requirements are less stringent and it is usually easier to get URA change of use approval.

If you are going to look for a retail shop for your cafe (assuming is a normal cafe with seating area), it is best to get one which had already been approved for F&B use. To change a normal retail space to F&B approved space can be challenging. It is subjected to many factors (traffic conditions, parking and noise issue, etc..). If it is a mall space, it is also subjected to mall management approval. If the space is a private shophouse, you can check online whether URA can be approved. In certain district, URA has already stop approving new change of use to F&B. If you have found a commercial space which has a high chance of changing to F&B use, ensure the agreement is subjected to URA change of use approval before signing the tenancy agreement.
